Exact same reason why Akai won't say the exact reason of how scotch actually died. At the time, Bourbon was only aware that Scotch was the one who pulled the trigger and that's why he understood that Rye let Scotch to die. But he's unaware of the fact that Scotch was supposed to live that day. However, Rye and Scotch heard someone's footsteps then hurriedly and tacitly decided to let Scotch die since they were not sure who was about to show up. Additionally, Rye confessed at the time to Scotch that he is an FBI agent undercover so they both understood that they can't risk the fact that there was another person infiltrating the organization and instead help Akai boost his validity of being a trustworthy member in the organization by killing a "traitor". Now in the present time, Akai is probably aware by now that Scotch a.k.a Morofushi Hiromitsu and Bourbon a.k.a Furuya Rei were close friends. Hence, he won't say the exact reason because Akai knew that Rei would feel guilty over Hiromtsu's death.

True but do take note that Shuichi said at the last part of Scarlet Investigator arc that Rei's hatred towards him is more deep rooted than he thought. After all, he wasn't aware that he himself is the reason that Scotch died that day.
Well, there is still that talk between Kudo Parents, Shuichi and Rei in the Kudo mansion at the end of episode 954. Gosho-sensei still haven't revealed the content of that meeting so maybe we'll see Akai explaining what actually happened that time.

tiny fact dovetailing with that band member caught by the narco squad with stimulants. uppers/stimulants are still today the most popular illegal drug type in Japan. most criminology research finds links between drugs given to Japanese soldiers, sailors, factory workers, and other necessary jobs pre and during WW2 as the beginning. during the occupation the supplies were seized and drug factories were closed or monitored closely so those who were 'jonesing' had to find illegal routes... and that's where the remnants of the yakuza dynasties stepped in and started trafficking and manufacturing and making craptons of money off of uppers junkies.
